A Ploy to Spoil Dharamsala-Beijing Ties Exposed

Dharamsala, October 17 – The attempts of the Dharamsala based Tibetan administration headed by His Holiness the Dalai lama to create a conducive atmosphere for dialogue with Beijing is threatened by a man who gave false information to the People’s Republic of China about plans of violent activities of the Tibetan administration.

At a press conference today, Mr. Ngodup Dongchung, the Secretary of the Department of Security revealed that Dawa has been involved in a number of activities that were capable of causing tensions between Dharamsala and Beijing.

A letter in Tibetan classified as ‘official secrets’ of the Department of Security on a fake letterhead allegedly prepared and given to the PRC government by Dawa was distributed to the press. Two photographs, one posing at the Tiannanemen square, and a passport size, were shown to the press but not given for distribution.

The fake letter, supposed to have been sent to youths willing to sacrifice their lives for Tibet, has a three page document comprising of thirteen points for the youths to agree with before finally taking the oath with the Photograph of His Holiness the Dalai Lama on his head. The youths have been directed by the letter to inform the Secretary of the Department of Security within six months of receiving it.

Mr. Ngodup told the press that the language and grammar used in the fake letter was of very low standard and that the official documents of the Central Tibetan Administration would be recognised by the standard of language used. It is very clear, therefore, that the letter is a bogus, Ngodup said.

At a time when the prospects of talks between Dharamsala and Beijing are bright and when the Tibetan administration gives an utmost priority to create a conducive atmosphere for dialogue, attempts to foil will not be allowed to succeed, Ngodup told the media here.

Ngodup said that his department is certain about existence of more such persons and that it has got concrete information about them. A Press release issued here carried six points on how Dawa and his accomplices carry out antinational activities.

Dawa forged the official letterhead of the Department of Security carrying 13 points about plans of the Dharamsala administration to launch violent attacks in Tibet and to turn few Tibetan officials working in Tibet anti China. Dawa has also given a list of Tibetans from exile who are willing to be part of the anti China activities. Mr. Ngodup, however, did not disclose the list.

Posing himself as information collecting agent, Dawa has created problems for many Tibetans. Trying to create distrust towards the Dharamsala administration, Dawa had told the Tibetan political prisoners heading towards Dharamsala that the exile administration will not look after them and that they will not be trusted by the administration at all.

In his evil attempts, he had tried to turn the public against the administration by posing himself as an official of the administration with close links with top officials.

The law of the host nation had earlier forced expulsion of a few Tibetans from India. Dawa had spread rumours that it was a ploy of the Dharamsala administration. Dawa had spread rumours about a possible visit of His Holiness the Dalai Lama to China and Tibet, intelligence training to the Tibetans by foreign nations, plans to launch a nationwide violent uprising in all provinces of Tibet if talks between Dharamsala and Beijing fail.

Dawa, about 44 years of age, was born in Lhasa Bhanagshol. He worked as a driver in the fifth unit of the Transport Department of Tibet Autonomous Region. In 1994, he first came to India to see his relatives. He travelled between Nepal and Tibet from 1995 and 1997. Dawa is also believed to have received training in intelligence from the Chinese government in 1998. Since 2000, he has been running a restaurant near the Boudhanath temple in Nepal, a hub for Tibetan refugees in Nepal, to conceal his true identity.
