Deputies of the 13th ATPD Meet for its Sixth Session

Dharamsala, September 11 – The sixth session of the 13th Assembly of the Tibetan People’s Deputies began yesterday here at the Assembly hall in the premises of the Central Tibetan Administration.

Today’s session commenced with questions from deputy Thokme who sought the Kashag’s answer to his question on the project of Vocational Training Centre in Nepal.

Mr. Thupten Lungrik, in his answer to the question, said that the project is aimed at generating employment amongst the Tibetan youth.

A resolution in gratitude to His Holiness the Dalai Lama for his guidance and support was passed. Deputy Dawa Tsering brought forward the resolution with support from Deputy Tsering Phuntsok.

The house today largely debated over the Kashag’s directive to cease issuance of birth and marriage certificates by the representatives and the settlement officers. There was an apparent concern over the problems faced by the Tibetans, especially the new arrivals form Tibet who are demanded birth certificates when they apply for the host nation’s residential permit known better as the Registration Certificates for Tibetans.

The Kalon Tripa said the issuance of birth certificates by settlement officers is a breach of the law of the host nation. He also said that the Kashag is working towards introducing more ease in the procurement of the registration certificate for the new arrivals.

Reiterating his firm hold on his principles, the Kalon Tripa said his Kashag will welcome and help any Tibetan approaching the Kashag with a problem that is not infringing the law. ” We will not help anyone who seeks our help after breaching the law of the land”, he said answering questions from the deputies.

In a humorous comparison of his Kashag’s activities with a Buddhist prayer called Sherab Nyingpo, he said his Kashag is full of negatives, have-nots, can nots and should nots etc.

The Chairman read out the statement of His Holiness the Dalai Lama to the sixth session of the 13th Assembly. The Chairman said that the seven-point statement of His Holiness the Dalai Lama has some matters which need no discussion and had to be implemented but there are few which require discussions. The house then was divided into three groups which will hold discussions and submit their reports to the Assembly’s Secretariat by noon tomorrow.
