Resolution of All Party Indian Parliamentary Forum For Tibet

New Delhi, April 25 – A meeting of All Party Indian Parliamentary Forum For Tibet was held on 24th April 2003 at North Avenue M.P.’s Club under the convenorship of Shri B.N.Singh(M.P- Rajya Sabha). Members of Indian Parliament from different parties extended their support to the initiative of His Holiness The Dalai Lama’s Five Point Peace Plan to solve the problem of Tibet. They also expressed their anguish on the lack of religious, Political and cultural freedom inside Tibet and massive transfer of Chinese Population into Tibet in the guise of development.

The Participant includes Shri Raghuvansh Prasad Singh (RJD), Shri Kripal Parmar( BJP), Shri Ramdas Athawale (RPI), Dr Beatrix D’souza ( Samata), Shri M.A.K.Swain (BJP), Shri Brahma Nand Mandal ( Samta), Shri Bhim Dahal (SDF), Shri P.T Gyamtso( SDF), Shri Madan Lal Khurana (BJP), Dr.Kumkum Rai (RJD), Dr Arun Kumar Sharma (AGP), Smt N.P.Durga (TDP), Shri P.K.Maheswari (INC), Shri D.N. Sharma(INC),Shri Holkhomang Haokip (NCP), Shri Abdul Hamid (INC), Shri K.Bhattacharjee(INC)

Prominent among Tibetans are the Vice Chairman of Assembly of Tibetan People’s Deputies Ms Dolma Gyari, Geshe Tsultrim Phelgyal (Member, ATPD), Ms Tsering Norzom(Member, ATPD) Mr Ngawang Tempa (Member ATPD)Mr Dawa Tsering(Member, ATPD) Mr Dawa Tsering Gyalrong (Member ATPD), Shri Kalsang Tsewang Gyari ( Member, ATPD) and Mr Penpa Tsering ( Member ATPD and Executive Director, TPPRC)

Resolution

The Meeting of the All Party Indian Parliamentary Forum for Tibet on the 24th of April 2003 at the North Avenue MP Club, New Delhi

The Following resolution was passed unanimously:

1.Recalling the long and peaceful cultural, religious and political ties between the people of India and the people of Tibet.

2.Reaffirming the continued support by the Government and the people of India to His Holiness the Dalai Lama and the Tibetan refugees.

3.Reaffirming the past resolutions adopted by the All Party Indian Parliamentary Forum for Tibet and the World Parliamentary Conference on Tibet.

4.Reiterating support for the 5 Point Peace Plan and the Strasbourg Proposal of the Dalai Lama, seeking a solution to the issue of Tibet, which is beneficial for a lasting peace and prosperity in the whole region.

5.Appreciating the Tibetan Government in Exile’s initiative in creating an amiable and conducive atmosphere for dialogue with the Chinese leadership.

6.Welcoming the Government of China’s decision to receive a high level Tibetan delegation to China and Tibet last September.

7.Continue to express concern at:
*The lack of religious, political and cultural freedom inside Tibet.
*The continued destruction of natural environment and heritage of Tibet.
*Massive transfer of Chinese population into Tibet in the name of Development, in particular the railway project.
*the lack of constructive response from the Chinese Government to the mutually beneficial proposal put forward by the Dalai Lama and the Tibetan Government in Exile.

The All Party Indian Parliamentary Forum for Tibet resolve to:

1.Call on the Government of India to raise the Tibet Issue with the Chinese leadership during bilateral meetings. In this connection a delegation of All Party Indian Parliamentary Forum for Tibet would call on the Indian Prime Minister before his visit to China.

2.Move a resolution in the Indian Parliament urging the Government of China to respond positively to the genuine gestures of the Dalai Lama and the Tibetan Government in Exile for dialogue and begin negotiations in earnest.

3.Urge the Chinese leadership to release all political prisoners including Panchen Rinpoche. Condemn the summary execution of Lobsang Dhondup and two years suspended death sentence of Tulku Tenzin Delek.

4.Invite the Dalai Lama to address the Indian Parliamentarians.
