Text of letter from His Holiness the Dalai Lama to UN Secretary General, Kofi Annan

Your Excellency,

I am shocked and deeply distressed that the UN Office in Baghdad has been attacked and that many people, including Mr. Sergio Vieira de Mello, UN Envoy in Iraq have been killed and many others injured by a bomb blast. I would like to convey to you my condolences for those who have been the victims of this terrible act of violence. It is particularly distressing that a UN Office and its personnel have been attacked. The United Nations is the only world body that can take an impartial stand on many of the complicated problems and situations that exist in the world. It therefore should command respect and have the authority to act in various parts of the world where the involvement of any other nation or nations is likely to be unjust and unfair.

I am always aware of the tremendously difficult task that you have and admire your determination and the principles you uphold in carrying out your responsibilities.
