The new Parliamentary election rules for Tibetan exile elections are a step backwards in democracy. It stems from an ignorance & misunderstanding of NGOs & associations. It prohibits NGOs & Tibetan associations from endorsing any political candidate. This is a restriction on free speech. In fact, there is no way to enforce this rule b/c any exile NGO can endorse any candidate they wish. It does not prohibit individuals from voting.

There are many problems in the Tibetan election system such as paying for the right to vote & arbitrary decisions by the Election Commission, & conspiring to block a candidate because he disagrees w/ the Umay Lam. But NGO endorsements are not a problem.
