Subject: Cautious welcome

I welcome int'l visits to Tibetan areas to investigate human rights conditions. But the delegates must be cautious as the Chinese Govt will showcase them a Tibet very different from reality. These trips are highly monitored & threats of reprisals are made against local Tibetans who protest or attempt to make unofficial contact with int'l delegates.

The German delegation must also make public their findings. China will use their news propaganda to claim that the Germans were happy w/ the way China governs Tibet & showered the CCP w/ praise. The German delegation must be quick to deny such false propaganda and publicize their real findings.
