Subject: CTA's MWA a failure

Let's sum up the CTA's Middle Way policy since its inception in the 1980s: A complete failure. There have been no talks w/ China since 2010. Even after several talks with China from 2001-2009, China has completely rejected MWA. And China has repeatedly stated it will never discuss or negotiate Tibet's political status, only the private issue of His Holiness & whether He may return to Tibet. Moreover, China said it will never talk w/ the CTA, only His Holiness' representatives. This is not a country that wants to negotiate.

Meanwhile human rights deteriorates further in Tibet. Tibetans inside Tibet have self-immolated or been imprisoned for demanding Rangzen (independence) for Tibet. It's abundantly clear a new strategy is required.
