Subject: 16 doctors!!

Department of Health's clarification mentioned they have 16 doctors!! Just count the number of doctors currently serving under DoH. There are only 7 doctors serving in settlements directly appointed by DoH, 5 or so doctors in Delek (including Dr Tseten la), recruited by Delek without DoH's role. Even if I have missed one or two counts, it can't be 16!! Why do DoH trying to mislead public by giving false number? I can not comprehend!
