Subject: demands that flutter in the wind

It is all very well making bold statements, "Demanding the Chinese draw up a timeline to end their illegal occupation of Tibet", but what do you have in reserve to make China act on those demands. They become words that flutter in the wind and leave Tibetans in Tibet prone to more Chinese ridicule.
