The Chinese are desperately trying to maintain control, flailing around and issuing order after order. It almost seems as if they don't know what to do next. The lists of assets could be a preempt to a run of plundering empty monasteries. The lists will give them a good guide as to the value of arts and antiquities held by each monastery.
