Subject: Don't expect any changes

Don't expect any positive changes under Chen, the new Party leader in the TAR. Regardless of his personal style or beliefs, Chen is a Party functionary. He is going to follow Beijing's hardline policy on Tibetan issues. That means no tolerance for any dissent or protests, no tolerance for loyalty to His Holiness, and no genuine freedom of speech or religion. Tibetans will remain 2nd class citizens & Tibet will continue to be a police state.

I see nothing positive about Chen's appointment. He will continue the harsh legacy of his predecessors.
