If the TGiE PM admits that he's not hopeful for any opportunities w/ this new visit to Beijing, why did the TGiE send this delegation in the first place?

What is the point of sending delegation after delegation to China if no one believes it will result in any positive improvements in Tibet or actually change China's policies on Tibet?

The TGiE is being used by China. China knows Obama plans to meet w/ His Holiness this year. China is using this latest visit by HHDL's envoys as an excuse to tell US officials that they are negotiating w/ Tibetans, even though China is not really negotiating.

It's all a ploy by China to appear reasonable to the West while maintaining a hardline in Tibet. The Chinese lose nothing by this policy & we Tibetans lose everything by appeasing China.

Ma Zhaoxu said Chinese side arranged the meeting at the request of Tibetan side, is like saying, yes, you asked, so we arranged but you an't getting any thing.Let's wait and see what happens.

If Rinpoche is not hopeful and is willing to declare it publicly, then why bother wasting more resources and valuable time in this process? He should immediately pull Gyari Rinpoche off and start fresh to abandon the process.
It is incredibly frustrating as a Tibetan to be a helpless bystander and witness this train wreck in slow motion.
What is achieved by Rinpoche giving this interview to the media while so-called negotiation is ongoing.
