Subject: China deceiving Tibetans

China has always played a jekyll & hyde game w/ Tibetan representatives of His Holiness & the Exile Govt.

On the one hand, they have at times acnowledged talks w/ representatives of HHDL and at the same time refused to acknowledge the talks as having to do anything w/ Tibet's political status.

If China is serious about negotiations then they should do so in good faith. Their failure to acknowledge what these talks are about is evidence of bad faith. The Chinese have never put the issue of autonomy on the negotiating table, let alone the re-unification of all traditional Tibetan areas into one administrative region.

Until China is even to willing to consider the possibility of self-rule for Tibet & full human rights in accordance w/ int'l law, the Exile Govt should not continue the dialogue. We have to take a stand or we will lose everything.
