Better late than never - McLeod Ganj received its first snow fall of the winter causing some inconvenience to traffic and pedestrians. However, Dharamsala is dependent on snowfall for its water, and snowfall is usually seen as a rescue from summer's water shortage problem. Phayul photo/Phuntsok Chomphel
A worker at a Beijing office checks stories and photos of the Dalai Lama on the Google China search (Google.cn) page. Google has threatened to pull out of China after a series of cyber attacks originating from that nation. This week the company announced it would stop censoring Google.cn and within hours it lifted its own self-censorship policy in China thereby allowing Chinese internet users for the first time to access "taboo" topics like the Dalai Lama, the Tiananmen massacre and the Falun Gong. A Brief Introduction to the Glorious Kalachakra
Kalachakra 2006 Committee[Saturday, April 02, 2005 07:27]
Kalachakra is of three types: External Kalachakra, Internal Kalachakra and Alternative Kalachakra. External Kalachakra deals with external world systems such as the movement of the Sun, Moon and other constellations. Internal Kalachakra refers to the internal structure of a human being such as the channels, energies and regenerative fluids. The Alternative Kalachakra refers to the generation and completion stages of the spiritual path of Kalachakra that purify the objects to be purified, which in this context are the external and internal Kalachakra. As a result of such purification you actualize the personal deity, the Glorious Kalachakra, with four faces and twenty-four arms and the seven-featured state of union.

Kalachakra was first taught in India on the 15th of the 3rd month, in the year following Buddha Shakyamuni's enlightenment. At the same time that he was teaching the Perfection of Wisdom on Vulture's Peak near Rajgir, he taught the Kalachakra Root Tantra at Shri Dhanyakataka in South India to a host of pure followers led by Suchandra, the King of Shambala. In Tibet, this teaching was first spread by the translator, Gyi-jo Lotsawa Dawa Ö-ser 1171 years after the Buddha's passing away, which was the Fire-Rabbit Year of the Tibetan calendar, according to the Kashmiri Pandit Shakyashri's system of calculation, or 1027 CE.

His Holiness the Dalai Lama has graciously and kindly agreed to confer the Kalachakra Empowerment at Shri Dhanyakataka in South India, taking into consideration the sanctity of this excellent place where Buddha taught the Kalachakra for the first time. Due to the unique qualities of both the place and the teacher, manifest in the form of His Holiness the Dalai Lama, this is a very rare and privileged opportunity that is most unlikely to occur again in the future.

Announcement of the 30th Kalachakra Empowerment by HH the 14th Dalai Lama

It is hereby announced that the 30th Kalachakra Empowerment to be given by HH the Dalai Lama will take place at Shri Dhanyakataka, where the Buddha first taught the Kalachakra. Several years ago, the Busshokai Foundation of Japan made a request to His Holiness through the Norbulingka Institute to grant the Kalachakra Empowerment there. He agreed to do so in 2006, which will also be the 2550th year after the Buddha's Passing Away, taking into account the sanctity and auspiciousness of the location where the original Kalachakra Teaching was given. He nevertheless advised them to investigate carefully what facilities would be required for the teaching to take place. Consequently, the Norbulingka Institute's Director, Kalsang Yeshi, Managing Director, Kim Yeshi, and Lhakpa Tshoko, Secretary of the Bureau of His Holiness the Dalai Lama, New Delhi, personally visited the location to evaluate what would be required in every detail. On their submitting a thorough report to His Holiness, he finally consented to give the teaching.

Shri Dhanyakataka is part of a site that comprises the location of several ancient stupas and temples that come under the care of the Archaeological Survey of India. This means that special permission is necessary to authorize a large gathering of people. Permission was eventually granted as a result of close co-operation with the Ven. Lama Lobzang, Member, National Commission for scheduled tribes, Government of India. Once again, Norbulingka Institute staff, led by the Director, visited the area to assess the need for tented accommodation, water and electricity supplies and the provision of health care, for help with which they appealed to the relevant Indian Government offices. Accordingly, the Government expressed its willingness to support His Holiness the Dalai Lama's activities.

The Busshokai Foundation, who are the sponsors of this Kalachakra teaching, especially requested that the Norbulingka Institute organize the event. Consequently, the Institute has appointed its own internal working committee. To ensure that all the plans are brought to a successful conclusion, a high-level Indo-Tibetan committee has been formed under the auspices of the Minister of Culture of the Government of India. To secure smooth and prompt interaction among concerned Tibetan offices, Norbulingka Institute has appealed to the Kashag and the CTA's Department of Religion and Culture, Department of Security, Department of Information & International Relations, and Department of Health to nominate co-ordinating representatives. A six member committee has been formed as a result that will co-ordinate with the Norbulingka's working committee.

In order to be able to estimate the number of people who may wish to attend, we hereby request everyone interested to make a preliminary registration. Foreigners, Tibetan visitors, people from the Himalayan regions and others dispersed elsewhere can register directly with the Norbulingka Institute. Otherwise, members of monasteries and residents of Tibetan settlements need to register in their own localities and lists from those places must reach the Norbulingka Institute before 30th June 2005. All those registered will then be provided with an identity card. Information about obtaining registration forms will be made available through the Press and the Internet. Facilities will also be made available to register people newly arrived from Tibet and others who have been unable to register on time. The earlier you register, the more convenient it will be for everyone involved.
