Kashag secretary Topgyal Tsering appointed new minister in Sangay's cabinet

DHARAMSHALA, MARCH 22: Topgyal Tsering Zongkha, Secretary of the Kashag Secretariat, has been appointed as a new member of the Tibetan cabinet (Kashag) through a voting done after his nomination was objected by MP Dawa Phunkyi.

Topgyal's nomination was approved by a majority vote with 21 Yes, 18 Nays, 2 blank votes and 1 null.

Topgyal was born in 1955 at Latoe Zongkha in western Tibet.

He joined the Tibetan administrative service as an accounting staff of Home Department’s Bir Tibetan society. He was appointed as a permanent staff in 1978.

In 1986, he was appointed as the Secretary of Tibetan Delek hospital in Dharamshala. In 1991, he was transferred to Sonamling Tibetan settlement in Ladakh where he served as the secretary of the co-operative society and settlement officer.

In 1997, he worked at the Department of Home as Under Secretary and Deputy Secretary in various settlements.

He was appointed the Additional Secretary of the department of education in 2007. In 2013, promoted to the post of secretary on 8 February 2013 and has served as the education secretary till his appointment as Kashag Secretary in 2016.
