DHARAMSHALA, NOV. 7: The education minister Ngodup Tsering has been appointed the Representative of His Holiness the Dalai Lama to the North Americas, based out of Washington D C.

The Kashag Secretariat, in a circular issued today, said that the decision was made by the members of the Kashag (cabinet) and that Ngodup Tsering will start working in this new capacity from December 1, 2017. “The Kashag has made the appointment today as per Chapter 1 Article 1 (3) of the Tibetan Charter and Article 19(1) of the Tibetan Public Service Commission rules and regulations,” the cicular read.

The official notice did not however mention the replacement of the vacant head of the department of education seat as well as the reason to why the former rep. of NA and former Speaker of the Tibetan Parliament in Exile Penpa Tsering resigned voluntarily or was relieved of his position.

Both President Sangay and newly appointed NA representative Ngodup Tsering refused to give any answers to questions from the Tibetan media including Phayul.

The decision has left many here in the virtual Tibetan capital wondering what responsibility the incumbent Representative Mr. Penpa Tsering will be given. Some say that the former Speaker will replace the recently ousted Secretary of the Dalai Lama Trust, Ven Tenzin Dhonden. "Going by this sudden appointment and the recent media reports, the closest possibility is the Dalai Lama trust," said a Tibetan youth who keenly follows Tibetan politics.

Speculation is also rife that Penpa Tsering who ran for the Sikyong or the Presidential elections last year may have been handpicked for a position in the Dalai Lama’s private office, the Gaden Phodhrang. However, such conjectures could not be independently verified.

Under Department of Information and International Relations (DIIR) are the CTA’s foreign missions in 12 countries. They function as the official agencies of the CTA and are based in New Delhi, Kathmandu, Geneva, Washington DC, Tokyo, London, Moscow, Brussels, Canberra, Pretoria, Taipei and Sao Paolo.
