Former Pol. Secretary to Kashag Tenpa C Samkhar passes away

Mr. Tenpa Chophel Samkhar was born in July 1949 in Chushur, near Lhasa, in the Utsang province of Tibet. After escaping from Tibet, he enrolled into the Central School for Tibetans, and later joined St. George’s school in Mussorie. He then joined St. Joseph’s College, North Point, Darjeeling.

During his school and college days, he served in various positions such as Chief Correspondent, Editorial Board of School Monthly ”VOICE OF MANOR HOUSE” at St.George’s College, Mussoorie; Editor of College English Monthly -” The North Pointer” and Chief Editor of College Tibetan monthly – “Tibetan North Pointer”. He was an active member of both school and college Drama and Debating Clubs.

In 1976, he joined the Tibetan administrative services as a senior clerk in the Tibetan cabinet secretariat (Kashag). A year later, he was appointed as acting Deputy Secretary in the same department. From 1976-77, he served the Tibetan Youth Congress as its Cultural Secretary & Public Relations Officer.

In March 1979, he was promoted to Deputy Secretary of Kashag. In March 1980, he was appointed as an acting Assistant to Cabinet Secretary. In June 1982, Mr. Samkhar was appointed as settlement officer of Lugsam Samdupling, Bylakuppe in south India. Three years after serving as settlement officer, he was appointed as the Secretary of Bureau of His Holiness the Dalai Lama in New Delhi.

In November 1986, he was appointed to Department of Information as an Assistant Secretary and was promoted to Additional Secretary in 1992. A year later, He was appointed as the Secretary of the Constitution Redrafting Committee.

In 1994, Mr. Samkhar took a year's leave to pursue further study at the University of Wisconsin-Madison where he studied American Foreign Policy and international Relations. After his return he was appointed the South Zone Chief Representative, Bangalore in 1995. Two years later, he was appointed the Political Secretary of the Kashag.

On 15 April, 2002 he was appointed the Secretary of Department of Health. He retired on 1 July 2007 after finishing over thirty years of service to the Central Tibetan Administration.

On September 2007, he founded Active Nonviolence Education Center (ANEC) and remained as the Executive Director until his untimely demise on 8 December, 2015 after a prolonged illness.

He is survived by his sisters and a daughter.

Dear Miss Tenzin Lhanzey,
On behalf of the staff members and the Governing Board members of the Active Nonviolent Education Centre, I wish to convey our deepest sympathy to you upon the death of your father, Tenpa C Samkhar (Executive Director of ANEC and former cabinet secretary for political affairs) which is indeed a great loss for Tibet.

During Tenpa C Samkhar's many years of government service and Executive Director of ANEC, he distinguished himself among his coworkers and Tibetan community with his pleasant enthusiastic manner and continuing high quality performance. He was a valued member of CTA and ANEC, and you can be justly proud of his contributions. ANEC remembers him with respect, dignity and admiration and he will be missed by all.

I extend my condolences to you and your family. I hope that the time and memories will help lessen the burden if your sorrow and that you may draw some measures of comfort knowing that others care and share in your loss.
