INC to allow Tibetan nurses to practice in India

DHARAMSHALA, February 1: In what comes as a relief for Tibetan nurses studying and practicing nursing in India, the Indian Nursing Council which earlier has issued a circular barring Tibetan nurses to practice in India has reversed its decision reportedly after Tibetan PM Lobsang Sangay's meetings with the officials of the Indian external affairs ministry, health ministry and the Indian Nursing Council.

The Indian Nursing Council had earlier in September last year cited the Indian Nursing Council Act 1947 as its reason to disallow Tibetan nurses from registering as nurses and practicing in India. “It has now been decided by Indian Nursing Council for the purposes of Indian Nursing council Act and be allowed to register after verifying the birth certificate,” the INC stated in a circular dated January 29, 2014 to all registrars of nursing councils in India.

INC also stated that the issue of admission and taking up the profession of nursing for livelihood by Tibetan refugees in the country has engaged the attention of the council for quite some time, keeping in view the provisions of the Indian Nursing Council Act 1947.

"The issue of citizenship of Tibetan refugees born in India has been clarified by the honorable high court of Delhi in W.P (C) 12179/2009 has held that Tibetans persons born in India have to be taken as Indian citizens," the INC circular reads.

Following the INC’s announcement, Tibetan Prime Minister Lobsang Sangay thanked the government of India, Ministry of External Affairs, Ministry of Health and the Indian Nursing Council for taking into “consideration the status of Tibetan nurses and deciding favourably for their employment in India.”

There are several Tibetans, mostly women, studying in nursing colleges or working in various hospitals all over India.
