PSC Exams for 3 Lower Level Posts Result Dismally
TibetNet[Wednesday, August 10, 2005 23:22]
Dharamshala, August 10 - Only four out of 42 candidates have managed to pass the recent exams for the three lower level posts of the Tibetan civil service, the Tibetan Public Service Commission (PSC) declared on Monday.

The exams were conducted last June in tandem with that of the Under Secretary, the results of which is also expected to be declared this month.

Of the three posts, only one out of 18 candidates has passed the exams for the post of Section Officer, out of 6 candidates, none has passed for the post of Office Superintendent and only three out of 15 have passed for the post of Junior Clerk.

What has caused such a low pass percentage, or as in some cases, zero pass percentage?

"The Tibetan civil service is a demanding job. It requires good writing and communication skills both in Tibetan and English. Which is why the standards of the PSC exams are quite high," says Tashi Phuntsok, the chairperson of the PSC.

Moreover, the bar of the passing marks in the PSC exams has also been raised lately. Unlike the usual 45% aggregate marks, candidates now must score at least 50% marks separately in every written and oral tests conducted both in Tibetan and English for every post.

Since only four candidates passed these exams, how does the PSC intent to fill the vacant seats in the three posts?

"We will conduct fresh exams soon," Mr. Phuntsok replied.
