DHARAMSHALA, Aug 12: In an address during the Indian Parliament’s Lok Sabha on August 10, Member of Parliament Dr Rajdeep Roy from the ruling party shed light on the historical context of the Tibet-China issue, underscoring the significance of the Panchsheel Agreement while condemning China’s breach of trust.

Recalling the timeline of events, Dr Rajdeep Roy highlighted that when India gained independence in 1947, there was no shared border with China but with Tibet. But it all changed in 1951 when China annexed Tibet, leading to intense debates within the Indian Parliament. The parliamentarians of the time expressed concerns over the implications of China’s actions and the potential impact on regional stability.

Dr Roy emphasized the importance of the Sino-Indian Act signed in 1954, also known as the Panchsheel Agreement, which laid out the Five Principles of Peaceful Coexistence. These principles aimed to establish a foundation of mutual respect, non-interference, non-aggression, equality, and mutual benefit between the two nations. He noted that both India and China had committed to respecting each other’s territorial integrity and sovereignty, ensuring peace and coexistence.

However, Dr Rajdeep Roy pointed out that China had betrayed the spirit of the Panchsheel Agreement by not honouring its promises. He voiced his dismay over China’s disregard for the principles they had jointly agreed upon, leading to a strained relationship between the two countries.

The parliamentarian also touched upon the plight of His Holiness the Dalai Lama, who was forced to flee Tibet in 1959 due to China’s tightening grip on the region. This event further strained India-China relations and had far-reaching consequences for Tibet and its people.

The Panchsheel is a five-point agreement signed between India and China on April 29, 1954. The five principles of the agreement were to govern their relations: mutual recognition of one another’s sovereignty and territorial integrity, non-aggression pact, mutual non-interference with each other’s domestic affairs, equality as well as mutual benefit, as well as coexistence in peace between the two nations.

  1. Chinese don’t care any agreements with other nations. They don’t care also the written laws of their own country. That is their mentality. I was ones told from a Chinese saying that they have a written law, but neither the highest leader of the country nor the lowest person in this country would abide by this law. Every one tries to make his or her own way as much as possible whether it is against the law or not, main thing is that they geht what they want or need some how.

India can forget the Panchsheel Agreement. The Chinese have broken this Agreement latest 1962. The Chinese don’t care this Agreement even now.

Moreover, I must say that Panchsheel Agreement has nothing to do with Tibet. If they have declared the territory between China and India, instead of between Tibet and India, they have done it against the fact and against the international law. According to Prof Hon-Shiang Lau, “… China is a signatory to the 1918 League of Nations Treaties and the 1945 United Nation’s Charter, both documents prohibit territorial acquisitions in the future (I.e. after 1918 ) … “. Tibet is de facto and de jure an independent country till the communist Chinese entered Tibet illegally with military power and forced Tibetans to an agreement which they themselves dictated and which they themself broke very soon. Chinese and India cannot decide over the territorial matters without Tibetan delegates. It was illegal and China and India knew this.

India needs leaders with vision. It must use its man power and resources to make India a leading power in the world without waiting for help from other countries and certainly not from a communist country. Every Indian is needed to build this nation with sincere love for its whole nation and people. You can’t trust the communists. You can’t hope for a fair co-existence from them. Their policy is egocentric. Their policy changes according to the whims of their one man politic or dictatorship.

Forget the Panchsheel Agreement. Wake up. Don’t still bettle from the communist China to be your Bahiji. China India bahi bahi is over since 1962. Say bye bye China.

  2. The Chinese communists are an abnormal people! They have lost the sense of being a human being and instead they have become robotic! They have no principles, no morality and no conscience! They don’t respect anybody but expect respect for themselves from others. They will do anything to achieve their targeted goals by bribing with blind check books. Be it buying diplomatic relations, favourable coverage of themselves and their purported achievements, stealing secrets or spying for them etc. Whenever they find themselves cornered, they lie through their teeth, or threaten their opponents or feign victimhood if they find no other option. The Indian leaders treated them as normal human beings and trusted them just as many others in the following years until the Wuhan virus blew the cover of the CCP! The world now has a better understanding of the Machiavellian ways of the Communist Party of China. It is now known for what it really is- A FRAUD! “A TRANSNATIONAL CRIMINAL SYNDICATE”!
Deception is its most portent weapon in its arsenal. It deceived the wretched Chinese famers and disgruntled army of the Kuomintang when it lured them to join them to over throw the Republican Government with the HELP OF STALIN’S SOVIET UNION! . It came to power with the barrel of the gun just like the infamous Taliban in Afghanistan. Once the CCP seized power, it oppressed and enslaved the Chinese people, especially the unfortunate people of Tibet who are non-Chinese and whose country was forcibly invaded and occupied by the regime. The 1951 “17 point treaty” forced upon Tibet with a gun on the head has been the most brazen deception the CCP scored on the unsuspecting leaders of Tibet. The Chinese had already conquered most of Eastern Tibet and reached Chamdo and threatened either to send a delegation or it will be “liberated” by force!!! If India, who was the inheritor of the British policy on Tibet had the wisdom of geopolitical ramifications of Tibet to India and stood up for Tibet, the BJP MP Rajdeep Roy, MP Shashi Tharoor and all the other protesting Indian leaders never would have had to complain about Chinese maleficence. Instead, the unsuspecting Indian leaders bought the intoxicating communist rhetoric of Hindi-Chini- Bhai-Bhai mantra to hoodwink the Indians while they had a free hand in suppressing the Tibetan People’s resistance to Chinese occupation of Tibet.
The Tibetans were under duress but it was a fatal mistake to send the delegation which the CCP used to its full advantage by forcing the Tibetans to sign a bogus document which was drafted by them to mislead the international community and give a semblance of Tibetan acquiescence to Chinese invasion of Tibet. The “17 point treaty” was ONLY FOR A SHAME DISPLAY TO PRE-EMPT INTERNATIONAL CONDEMNATION OF CHINESE INVASION. The CCP had no intention whatsoever to abide by the spirit of the treaty. They have done exactly the same to the Sino-British Joint Declaration concerning Hong Kong too. So, the Indian authorities should have learnt by now that the CCP is as President Ronald Reagan once said: “it makes promises only to be broken”!!! IT IS UTTERLY UNTRUSTWORTHY!!!
Therefore, while dealing with the CCP as it has dealt until now, it must look for a permanent solution by supporting the Tibetan people’s rightful struggle for independence. It should enlarge the Special Frontier Force (SFF) and recruit willing Tibetan fighters and give military training. Tibetans inside Tibet are enslaved by the ruthless Chinese regime. One hundred and sixty Tibetans have committed self-immolation to highlight the unimaginable oppression they are subjected to and are burning themselves in utter desperation. If India has any conscience, it can’t remain a mute spectator when such ghastly inhumanity is taking place just behind the Himalayas! India should pay special attention to the Dalai Lama and the prospect of the future Dalai Lama who will be born outside occupied Tibet in a free country according to the Dalai Lama’s own words. To demonstrate the importance of Tibet to India, it should seriously consider awarding the Dalai Lama with Bharat Ratna! If China can take the Kashmir issue to the UN, why can’t India present the highest civilian award to the Dalai Lama? After all, doesn’t India boast of “STRATEGIC AUTONOMY” AS THE CORNER STONE OF INDIAN FOREIGN POLICY? Why should India show sensitivity when China cares two-hoots about India’s sensitivity? No matter how India cozys up to the Chinese dictators, there will be no reciprocity from the regime. It only treats such acts as weakness rather than courtesy. India should stop dreaming of a detente with communist China and instead built military strength to gain parity with China and arm the Tibetan resistance under the umbrella of the SFF. There will be no peace between communist China and India unless Tibet gains its historical buffer state status to keep the two most populous countries apart. Chinese have a saying, there can’t be two tigers on the same mountain! China doesn’t have the appetite accept India as an equal. Its ultimate goal is to dismember India by encroaching incrementally wherever it sees fit. It will gradually encroach in the north east where India has been missing in action. This has gravely alienated the very sensitive North East region which the Chinese have been salivating for a long time!
The CCP is desperate to grab Taiwan like they did Tibet but they know it’s a big gamble. The success of such a military venture is remote because of the involvement of big powers like the US, Japan, Australia and perhaps South Korea. If the CCP makes a move out of sheer necessity owing to domestic or fear of Taiwan independence, the CCP would be wounded badly just as the British were after the Second World War. It is unlikely to survive but even if it does, the retention of occupation forces in Tibet will be diminished. The numbers of PLA will dwindle both because of casualties taken during the war and being economically ruined owing to the cost of war and western sanctions. This will create an opportunity for Tibetans to fight in Tibet to drive the remnants of the demoralised occupying forces. That is why, Tibetans must prepare for such an eventuality to free Tibet from the shackles of Chinese communist serfdom!
