TPPRC holds workshop for Tibetan Local Assembly Members

Dharamshala, March 18 – In continuation of its efforts towards promoting grassroots democracy and thereby strengthening the Local Assemblies, the Tibetan Parliamentary and Policy Research Centre (TPPRC) based in New Delhi holds a 15-days long workshop for members of the Local Assemblies.

49 members from 27 Local Assemblies across India and Nepal are participating in the workshop, which commenced on 15 March. During the course of the workshop, the participants will learn about the functioning of the Tibetan Parliament, the policies and functioning of the Tibetan Government in Exile (TGIE). They will also be familiarized with The Charter of the TGIE, its fiscal position and budgeting. The participants will also learn about controlling the budget of the Local administration.

In addition, the participants will also receive the opportunity to witness the entire final budget session of the 13th Assembly of Tibetan People’s Deputies.

The list of resource persons for the workshop includes the Kalon Tripa, Prof. Samdhong Rinpoche, the Minister of Education and Health, Mr. Thupten Lungrik, the former head of the Department of Finance’s budget section, Mr. Ugyen Chaksam and TPPRC’s Executive Director, Mr. Penpa Tsering. The Vice-Chair of the ATPD, Ms. Dolma Gyari will grace the closing ceremony of the workshop.

As a follow up of the workshop, participants are required to hold similar workshop for the other members of their respective Local Assemblies. This workshop is the fourth of its kind. As a result of the earlier workshops many Tibetan Local Assemblies have witnessed immense progress in the functioning of their Local Assemblies. Encouraged by such positive outcome TPPRC aims to continue holding such workshops in the years to come.
